The Recruitment Program for Innovative Talents (Long Term)
1> Basic Qualifications for Candidates
The Recruitment Program for Innovative Talents (Long Term) targets people under 55 years of age who are willing to work in China on a full-time basis, with full professorships or the equivalent in prestigious foreign universities and R&D institutes, or with senior titles from well-known international companies or financial institutions.

2> Preferential Policies and Treatments

Awardees will be conferred the title of “National Distinguished Experts” and be provided with enabling working and living conditions.

(1) Enabling working conditions

Awardees are entitled to assume some leadership, professional or technical positions in universities, R&D institutes, central SOEs as well as state-owned commercial and financial institutions; to serve as project principals of the National Key Scientific and Technological Projects, “863 Program”(or the National High-tech R&D Program), “973 Program”(or the National Program on Key Basic Research Project), the National Nature Science Fund Projects; to apply for S&T funds and industrial development funds from government to support scientific research as well as production and operating activities in China; to participate in the consultation and demonstration of China’s major projects, the formulation of key scientific research plans and national standards, the construction of major projects, etc; to determine the expenditure and employment within the prescribed scope of responsibilities as project principals; to be engaged in various domestic academic organizations and the election of academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering(foreign academicians) and become the candidates of a wide range of government rewards.

(2) Special living benefits

Awardees as well as their spouses and minor children with alien nationality may apply for “Permanent Residence for Aliens” and/or multiple entry visas, the validity of which lasts 2-5 years. Awardees with Chinese citizenship will be free to settle down in any city of their choice and will not be restricted by his or her original residence registry. Each awardee shall receive a one-off, start-up package of RMB 1 million yuan from the nation’s central budget; be entitled to medical care, social insurance including pensions, medical insurance and work-related injury insurance; and may purchase one residential apartment for personal use. The housing and meal allowance, removing indemnity, home-leave-subsidy, and children-education-allowance in the wage income in Chinese territory within 5 years shall be deducted before taxes in accordance with relevant laws and regulations. Employers have to offer job opportunities to spouses, and children will have guaranteed admission to schools. The income level should be decided on their previous jobs overseas through negotiation with due living allowances.

(3) Key points of the Recruitment Program of Global Experts in the Field of Liberal Arts and Social Science

By the end of 2010, overseas high-level scholars in fields of liberal arts and social sciences, particularly urgently needed professionals specialized in Intellectual Property Law, Environment and Resources Protection Law, International Law, Diplomacy, Psychology etc. are eligible to apply for the Key National Innovative Projects. People who are introduced by this program shall support the Communist Party of China and the socialist system, maintaining compliance with the Constitution, laws, regulations and policies of the People’s Republic of China, with full professorships or the equivalent in prestigious foreign universities, R&D institutes and other institutions of art and culture, enjoying a high global reputation and being influential in their academic fields which are urgently needed in China; they shall be within 60 years of age, andd willing to work in China on a full-time basis.

With regard to application procedures, the “Liberal Arts and Social Sciences” plan is a subdivision of “The Recruitment Program for Key Disciplines”. Overseas talents are required to sign an employment contract or a letter of intention for talent recruitment with employers before applying for the Program. Please refer to the application procedures of “The Recruitment Program for Innovative Talents (Long Term)”.

The Recruitment Program for Entrepreneurs
1> Basic Qualifications
Entrepreneurial talents shall have earned their degree in foreign countries, with experiences in starting a business overseas or serving as middle or senior-level managers in renowned international enterprises for more than 3 years, as the main founder of his/her business which started 1 to 5 years ago; their technologies or invention patents shall be in the leading position by international standard, filling the gap in China, in line of national strategic direction of key industries with potential market which can be put into industrialized production.

2> Preferential Policies and Treatments


Awardees will be conferred the title of “the National Distinguished Expert” and be provided with enabling working and living conditions. Please refer to policies and treatments of “Innovative Talents Recruitment Program (Long Term)”.

The Recruitment Program for Young Professionals
1> Basic Qualifications
Applicants engaged in scientific researches and below the age of 40, shall possess a PHD degree granted by prestigious overseas universities, with formal teaching and researching positions in overseas prestigious universities, institutions or enterprises, who will be able to work full time in China. As the elites among the peers in certain field, the young professionals shall have the potential of becoming leading figures in the future. Outstanding PHD students can be recruited in exceptional cases.

2> Preferential Policies and Treatments

A lump sum of 500,000 RMB shall be granted by the central budget to everyone of the program. Research subsidies, varying from 1 million to 3 million RMB, shall be allocated in batches throughout the process of the program according to the level and quality of the program. Working conditions and living welfare shall be offered with reference to the policies of “the Recruitment Program for Innovative Talents (Long Term)”.

The Innovative Talents Recruitment Program (Short Term)
1> Basic Qualifications
In addition to the basic requirements of “Innovative Talents Recruitment Program (Long Term)”, the candidates shall be able to take the lead in the urgently needed areas of science, technology, industrial development and disciplinary construction. They shall work with stable employers in China with clear work objectives and be able to make substantive contribution. They shall have signed contracts valid for at least 3 consecutive years and with at least 2 months each year working in China. The ownership of intellectual property right shall be clearly defined.

2> Preferential Policies and Treatments

500,000 RMB shall be granted to each talent recruited. The procedures regarding exit and entrance, medical care and insurance shall be facilitated according to the requirement of the talents.

If the talent has applied for “Innovative Talents Recruitment Program (Long Term)” after the fulfillment of the program and has signed contracts, the employer shall apply for the approval of the Special Operations Office for the Introduction of Overseas high-level Talents. Once permitted, the talent shall be directly enrolled to “The Recruitment Program for Innovative Talents (Long Term)” and be awarded as “The National Distinguished Expert”. 500,000 RMB research subsidies shall be granted by the national budget.

The Recruitment Program for Foreign Experts
1> Basic Qualifications
“The Recruitment Program for Foreign Experts” focuses on long term programs, which require talents to work for more than 9 months per year in China for 3 consecutive years. Candidates should meet the general standard of the Plan. Taking into consideration the real situation, people under the age of 65 may apply.

2> Preferential Policies and Treatments

Talents involved in “The Recruitment Program for Foreign Experts” shall enjoy the preferential policies of the Recruitment Program of Global Experts in terms of exit and entrance, residence, medical care, insurance, housing, tax, salary, etc.

A lump sum of 1 million RMB research subsidies shall be granted to each talent enrolled. A total amount of 3-5 million RMB research subsidies shall be granted, through employer, to those engaged in scientific research, particularly those in basic science research.

The Recruitment Program for Topnotch Talents and Teams
Basic Qualifications In addition to the above mentioned recruitment programs, winners of important international awards, such as the Nobel Prize, the A.M. Turing Award, the Fields Medal etc, the academicians of academy of sciences or engineering in developed countries such as the United States, the UK, Canada, Australia, famous scholars from world top universities or R&D institutes, and other urgently needed top talents shall be introduced on a case by case basis.

| The Thousand Talents Plan 1000 PLAN

China initiated “the Recruitment Program of Global Experts” (known as “the Thousand Talents Plan”) since the end of 2008, under which it would bring in overseas top talents to China over the next five to ten years. Relying upon National Key Innovation Projects, National Key Disciplines and National Key Laboratories, central SOEs and state-owned commercial and financial institutions, and various industrial parks( mainly the high-tech development zones), this plan called for strategic scientists or leading talents who can make breakthroughs in key technologies or can enhance China’s high-tech industries and emerging disciplines.

“The Recruitment Program of Global Experts” is currently being carried out through the following six subprojects (or categories).

History and Background
China initiated “the Recruitment Program of Global Experts” (known as “the Thousand Talents Plan”) since the end of 2008, under which it would bring in overseas top talents to China over the next five to ten years. Relying upon National Key Innovation Projects, National Key Disciplines and National Key Laboratories, central SOEs and state-owned commercial and financial institutions, and various industrial parks( mainly the high-tech development zones), this plan called for strategic scientists or leading talents who can make breakthroughs in key technologies or can enhance China’s high-tech industries and emerging disciplines.
By the end of May 2014,more than 4180 overseas high-level talents have been introduced in “1000 Talent Plan” by 10 times. When they go (back) to China, they are playing a positive role in the scientific innovation, technological breakthrough, discipline construction, talent training and hi-tech industry development, as an important force in the construction of the innovative country.
